The tohatsu 9.8 2 stroke seems to only run one one cylinder. I have cleaned the carburettor and put in new plugs. I get a strong blue spark on the lower cylinder but a weak yellow spark on the upper cylinder. Could the HT bottle be faulty, or a suppressor cap, or what?

The M9.8B has a combination CD and siamese coil. You could have a bad plug wire or connector, or rarely, and bad CD/coil.

Internal plug's cap contacts must be in shinny looking state, replace if ain't so, once rusted are hard to clean to immaculate cond. OTOH, you could have already one of the internal siamese coils with electric issues.

Happy Boating
