Tohatsu 8hp timing

I have an early 90's Tohatsu 8hp. I am having problems dialing in the timing. My manual states that the advance should contact the stop at WOT. Is there anything more to this?

I don't have a manual with me, but I'll check tomorrow. I remember it as just a set at WOT on the 8B and 9.8B.
