Tohatsu 5 Horse 4 stroke Lower Unit question

I got a Tohatsu with missing lower unit parts. I am wondering if I need a gear case liner. It appears that there is a liner already but it is not removable. The parts diagram shows a liner. Do I need to put another liner in this case? Thanks!

The stainless cup is an insert. The complete wp kit comes with a new one.

How old is that water pump, looks very used...
