I have a brand new 2005 30hp four stroke tohatsu. I took it to the lake this weekend to break it in. When I got to the time to give it the juice for a few minutes it would not come to full rpms. I installed the cables to the control box myself. I checked them out and when the shift/throttle lever is full the lever on the carbs are fully advanced to the stop point. Any ideas what needs to be done

Well, remote models are required to be installed by the selling dealer so as to prevent consumers from having this problem. I would urge you to take it back to the dealer where you bought it and have them see where the mistake is. It's also possible that on a 4 year old engine you might have a problem with dried up goo in the carbs.

The dealer is in petersburg, AK and I'm in Skagway there is no way to get my boat there. In southeast Alaska we have to break the dealer install rule.
Could the carbs get gooed up sitting on the showroom floor? It starts fine and runs great. It seems like it needs to advance more.

Could a merc tech look at it in Canada?

Dealer break rule...No longer dealer. Assuming you didn't screw it up:) its likely the carbs are in sad shape. Each Tohatsu is test run at the factory and it is very possible that not all the gas got drained. Depending on how froggy you feel, taking them off and cleaning them may be your best route. Pitch might be an issue. Four-strokes(it only takes one stroke to kill you) are doggy compared to two-strokes and you would need to drop at least one pitch size to get the same RPM. Mercury dealers aren't authorized for warranty, but the engine is simple enough that an Amazonian mud hut dweller could....Stare at it. Seriously, anyone comfortable with 4-strokes could work on it.
