Tohatsu 3.5hp 4-stroke runs rough on acceleration

My Tohatsu 3.5hp 4-stoke is running real rough when I accelerate. It has been sitting for a while. I cleaned out the carb., and it started first crank. It idles very smoothly, but when I accelerate, even in neutral, it hems and haws and revs up, and then down, sort of surging. Any suggestions? Is there a mixture adjustment on these carbs? Do I simply need to soak the carb? Any other issues that I need to look for? The motor probably has about 12-15 hours on it..... very little use.

Likely a bit lean on acceleration. Try clearing the carb passages by disassembly and soaking for 4 hours at room temperature in a real carb dip such as Tyme, then blowing them out with the spray stuff.
