Tohatsu 25hp high RPM surge but loss of power

Out in the skiff today and my 2002 T 25hp is revving up on the top end while losing speed. Is this a thrust bearing or "hub" in the prop? Can that be easily replaced?

To be 100% shure perform a hub slip wot test and then go from there. Assume that's the original prop right ? If so which pitch is it, a 13 ?

Have you tested that prop on your combo at wot with an induction tach as usually loaded ?

Pulled the prop today, has 9.9x11 stamped on it. There are four to choose from for that model, looks like 9-13. This is a flat bottom Sturdee skiff that I use to haul gear back and forth to my moored boat and for family adventures in the bay. Any thoughts on best pitch? Stick with the 11?

Without an induction tach installed to check max wot revs is same as shoorting in the air, a 13 pitch will produce about 1 K less wot revs than a 11 pitch, preferred is a 11 pitch, both being same diam ones.
