Is there a low speed needle behind the brass plug on the linkage side of this carburetor? Or is the brass plug just covering an orifice or drill access for when the carb was manufactured. I had an older model Nissan which had the slow speed needle valve behind the brass plug for EPA reasons I guess.

Yes, but don't adjust it, unless you are going to disassemble for cleaning. If so, count the turns to seating, and after cleaning, reset it to the same turns. It is set by instrument at the factory. If the carb seems lean, it has varnishing, and needs a thorough soaking cleaning.
