Tohatsu. 2.5hp 4 stroke lower unit jammed

Pitting back together after water pump impeller, Pulled water impeller off,
Main shaft stuck, pulled prop shaft, oil was good no steel pcs present,
Got main shaft to turn, - - when prop shaft installed. Lower unit jams again?
Dog slider moves freely, Good spring pressure,
Found nothing in bevel gears, shift rod has no effect?
Need service info on lower unit, to take apart farther.
Any ideas welcome. Thanks

Sounds like shifter is mis adjusted.
