I have a 1989 Evinrude outboard. I can run it 75% all day but the moment I full throttle it goes into limp mode. I have changed TEMP SENSOR! Thermostat and impeller. The pee hole water is cold. What else could it be?

I have had it to mechanic multiple times. Compression good don’t remember values. But I had its block sleeved and machined 2 years ago with little use.

What trouble shooting has been done ???----Run with another tank and hose ?----Installed the latest water pump kit 0432955 ?-----Was telltale fitting moved to the top of the block ?----Run with a timing light and see if you are losing spark on 1 cylinder..----Remove cover in front of carburetors.-----Use a STRONG flashlight to look into carburetor fuel flow when you go to full throttle.----This should be easy to figure out.---Yes , I know I have said that more than once !
