Tire Valve Stem?

On my '89 88hp evinrude there is what looks like a tire valve stem on top of what I think is the primer solenoid. What is this used for? Is it for fogging? Is it also used for engine tuner / decarbing?<br /><br />Thanks........

Fogging and decarbing...can also be used to shut down engine with 1/4 turn. Don't forget to turn ignition switch off after motor stops.
