Timing is pretty much fixed by the flywheel key. If it is in place, and the points are adjusted to .020" with them in their wide open position (at the top of the cam), then timing will be correct. There is also a procedure called link and sync, which synchronizes the carb to the magneto. It is a little trickier to adjust on the 40hp, but the procedure has been described here in many threads.
