Timing Stops

I have noticed lately that my mag plate does not return all the way to the lower stop when you put it into neutral. This makes the Idle timing off by about 2 degrees. I can manually move it back but I can feel a little resistance. Any one have any Ideas on resolving this issue<br />Mariner 60EL 2 cylinder with CD II ingnition
