timing problems

My 470 mercruisers , have a timing problem.They crank like they are out of time, know
matter where I set the disturber, and they both crank the same. Can anyone tell me why?

Don: Take out the #1 spark plug,turn the engine over until you feel compression(air) coming out of the cylinder. If youo have to use a wrench to turn the crankshaft so the timing mark lines up. Check the distributor cap and make sure the #1 plug wire is in the right place. Steve
