Timing on a 1974 75hp

How can I determine that the timing is correct between the engine and distributer without using the so called special tool that is described in the repair manual. With the flywheel 0 mark at the TDC line on the timing gauge, the line on the distributer gear lines up with the flywheel. I have spark, gas and compression; but no run

That sounds right but check if the flywheel key is not shared.
When the 0 mark at the flywheel lines up with 0 mark at timing plate the top piston should be at TDC.
If not the key is shared.
Then you have to set the spark advance.
With the throttle set at WOT the spark at top cylinder should jump the plug at 30-32 dgr BTDC.
The 36 dgr mark at flywheel should line up with the -4 dgr line at the timing plate.
