timing issues on 120hp force outboard

Hi Group. I just finished rebuilding my 120hp motor however I've been trying to set the timing correctly with no success. this is what I'm doing:

1. Remove spark plugs and ground coils
2. Set piston 1 all the way up with flywheel mark at 0
3. push the throttle wide open
4. Set up timing gun to 32
5. Engage motor to setup timing

Issue: the more i adjust the timing screw under the flywheel the timing wont go all the way down to 0 it gets to a point were i retard the motor too much and it wont start.

if some one can guide me on a step I'm missing it would be highly appreciated .

Do not set your timing gun to 32 dgr.
Just leave it at zero and when you crank the engine with the starter. Aim the timing gun at the flywheel/timing plate and the 28 drg mark should line up with the zero mark at timing plate (throttle at WOT).
If not, adjust the timing linkage with the screw and nut.
