Timing for 140 Evinrude

Can anyone tell me the correct timing for a 1982 140 Evinrude,and what cylinder is #1.
It acts like it is out of time when attempting to start the moter.When spinning the motor over it seems very difficult to spin,almost like it is being restricted somehow.I have not yet tried to start the motor with fuel in it,but I am trying to check a few thing out prior.
Just got this motor and I am looking to see if the motor is worth putting some money into it.
The compression if fair,85,90,80,and 75 .

The top cylinder is #1 (top starboard), the next one down (top port) is #2 and so on. IE -- #1 & 3 are the starboard bank and 2 & 4 are the port bank.

Keep in mind that without fuel in the motor there is no oil in the motor. I'd suggest getting fuel (oil) thru the motor. Sounds like once it's started it might need a good decarb. You're right at the max difference in static compression. Let's hope the decarb works.
