I am going through the process of adjusting the timing to 25deg. Can someone please tell me how the actual timing is adjusted to 25deg? Is really as simply as adjusting the linkage so that when under full throttle, the carburetor opens all the way?

Setting timing on these engines is fairly simple once you have done it before, For the first time I would strongly suggest you down load the manual from this web site. https://www.tohatsu.com/marine/na/tech_info/manuals.html
It is free and is in PDF form. The one you are looking for is called "1 & 2 Cylinder Models Service Manual"
there is nothing in the manual that you suggested, that gives instructions on how to advance the timing.

Right. That info is in the copyrighted service manual. The timing indicator is where the two castings come together. Yes, you need to check at WOT and have the carb fully opened. Adjust so that the timing shows 25 at that split.

That's an old recurrent topic, check for a post called something like Tohatsu 25HP/30 HP conversion, it's well explained including pics. Must remove the 25 HP air restrictor and install the 30 HP one. If current prop it's a 13 pitch, change it for an OEM 11, that motor comes factory delivered way over propped.

I was able to get the restrictor plate removed, timing adjustment, tach installed(requires sending unit) and the new SST prop installed this weekend. MPH has increased and hole shot is way better. I did not run with with my GPS but do know it was faster. Thanks for all the tips and help folks.

Is the motor running with no carb restrictor whatsoever ? Buy a cheap induction tach for 1-2 cylinder motors, install, wire it, program for 2 sparks per revolution (2P1R) go for a wot run al usually loaded and check max wot rpm achieved....
