Timing a 88 50hp force

Should I time my 1988 50hp Force With or Without plugs Installed?

Out.Static timing needs to be done while the plug leads are grounded.
Got a manyal? Get the factory one.J

I have a Clymer Manual, Directions start as to remove the plugs and check for TDC. Then it gos on to say check timing with WOT and crank engine. doesn't say anything about reinstalling plugs. That leads me to believe that the plugs should stay out, but its not totally clear.. Serial # 507Y8C
