timing a 77' 200hp jonno.

what is the correct timing for my 1977 model johnson 200hp outboard? and how do you go about this procedure? this motor is getting very hard to start, cold or warm, and is always running rich. i have re-kitted the fuel pumps, pulled down all 3 carbs, visually inspected the reed valves and am confident all plugs are firing. there are no fuel leaks and all choke flaps are seating properly, but comp is a little low but consistent over all 6 cyls. i would greatly appreciate any input on this topic...thanks.

I have one chart that says 28 degrees what does the engine sticker say. The timing is check at 5000 rpms with loaded engine.
