Yes, #18 is the double Allen type thread vice rod. If bent, it will cause problems.
The upper portion of #5 is one half of the clutch unit. The other half is the brass ring gear (#6) that the worm screw operates.
The spring pressure pushes these two clutch parts together.
To increase the spring pressure, you can adjust the top cover (#4) or be creative and shim under or above the spring.
A good working unit should allow you push the drive down when it's up, and not fall down under normal conditions.
Baring that the vice rod is not bent (#18), if the electric motor spins freely with no lift action, you have a worm drive problem (#6), or the cast iron clutch component threads are broken off.
Also check the little roll pin in the motor shaft.
