1990 johnson tilt trim stays on in the down positio - when I press the up position the tilt motor shuts off - what is causing this problem?

sounds like one of the relays is stuck inside , one relay for up the other one for down if the contact inside the relay does not release when the motor changes direction then it will do this , maybe check the relays out

Agree with durban but could also be a sticking t/t switch.

Try swapping the relays.
