Tilt/Trim stopped working

My tilt/trim stopped working, the motor is whining, sounds like it's running dry. I checked and it looks like there may be a leak. Question is, where do I fill the fluid up? It seem that it pulls it from the power steering fluid, but the power steering reservoir in the pump is full so....? Is there a need or procedure to bleed these systems. It looks like there may be some leakage around where it connects to the shift valve if that is what it is, right on the top there next to the shift cable.

There's a Screw on the edge of the pump that is the Fill Point.......Got Nothing to do with the P/S system........<br /><br />Fill it with ATF or engine oil,+ Fix Your Leak........<br /><br />No Bleeding Necessary,... Other than cycling it a few times........
