tilt/trim problem

2012 outboard merc 4 stroke 90 hp. tilt/trim does not go up. Down works fine. Replaced selenoids. I bypassed the selenoid on the up and it did work. I have changed the up selenoid and even exchanged it with the working down selenoid, but I can't get the up to work. Any ideas?

This tells me the trim limit is not adjusted correctly or not working. The Blue/White wire connects to the Red/White wire for UP. For it not working, I would say you may need another trim switch, or the connections to the switch are not making connection
