Tilt & trim pressure

I have a 1989 Evinrude 155hp. I just had a quick question concerning the tilt & trim pressure. I can tilt the motor up and down but it take a good 20 sec before the motor engages and moves the motor up or down. I tried to put oil in it the best I could without any change, I noticed the other day when I was coming off the rear of the boat, I placed my hand on the cowling for balance as I was stepping off the rear of the boat and the motor started slip down, so I believe I'm losing pressure somewhere. I know that once I tilt the motor up, it suppose to lock in that position until I trim it down. Is this the sign of a bad tilt & trim motor or did I not put enough fluid in.

I'd put more fluid in it and cycle it up and down about 5 times and then check the fluid level again. Put the fluid in at the full tilt position
