tilt/trim only works at idle and no electric start

recently bought a brand new outboard DF20ATL2, and there are 2 issues i'm having.

#1. This is the first outboard i have had to have built in tilt/trim, so im not really sure, is it by design, or is there a defect if i can only raise the motor at idle speeds? once i get moving i can only drop it down.

#2. Since i received it, I havent been able to use the electric start, i have to use the pull. when i turn the key it just lets out the high pitched squeal until i pull start it. I spoke to the dealer i purchased the motor from, and they adv to check a couple fuses, which i did and they looked good. They also said that the NSS frequently comes loose during shipping or installation. I will say during installation i was having a hard time putting the control together properly. however i opened it up and looked at it, and everything seems to be in order as far as i can tell. (not that what i can tell is worth anything) anyway i've attached a couple of pics of the inside of control if anyone has any opinions.

Didn't you get a warranty with your purchase? If so don't even mess with it take it back and let the dealer fix it.
#1 Nope, that is not normal. You should be able to raise and lower the motor while at running speed. That's how you adjust the T&T to get on plane.
When you try to start it, with the ignition switch, does the bendix gear engage the flywheel?
