Tilt trim on Tohatsu 115 tldi

My entire tilt/trim unit got contaminated with salt water (no idea how). I am trying to rebuild it but cannot get the tilt cylinder open. I have the appropriate spanner wrench but the threads are seized. I don't want to apply heat as there are o-rings and seals - any suggestions? Both trim cylinders opened quite easily, but they have a lower torque setting. Also, any suggestions on how the unit could have been flooded with water in the first place? It seems like water got sucked right in - not just a little bit. The unit was not opened at all it happened while in the water but maybe gradually.

Is it the 115A or is it the 115A2? Regardless, there should be only one trim cylinder, and one tilt cylinder. If you don't see any leaks, I would just drain and purge the unit. Likely had a loose filler cap, or the motor got water in the reservoir tank.
