Tilt & trim help

It's a evinrude 1990 140 hp. I replaced the trim tilt motor and it was working fine. then when i went to raise the motor it started to raise and stopped and the relays inside the black box mount to the engine started to buzz when i hit the switch. so i thought it might be the relays switched them with relays off the port motor and they still made that buzzing sound. i have no clue on this one please help.

When you had the motor off you likely lost fluid.

Fill it up, cycle it 5 to 6 times, which is essentially bleeding it, then re fill while in the full trimmed out position. Continue doing this until you can no longer fill it.

Thanks I'll try that. would the lack of fluid make those 2 relays buzz? it sounds like the motor is not running all i get is a buzzing sound.
