75 evinrude 135 hp. tilt & trim not working good. wont go up or down too good , manly up. push the button can hear motor going but not doing much, then it starts kind of pulseing, like its not getting power. ive changed fluid. all so brushes are good. the wire shielding is split at whare it goes into motor. the solinoid only has the up wire on it is this right and do i really need the solinoid?
