Tilt repair -sub disassembly

I’m trying to replace the seals I’m the tilt rod and have it apart. There was a nut on here, which I removed and then the springs with ball bearings and small rods; but I can’t figure out how to remove this bottom part so I can replace the tilt seals. I watched one video that said it screws off, but it just turns and turns-like a bearing. Any suggestions?
