tilt on throttle control won't bring motor up it ,but will bring it down

the tilt up doesn't work on the throttle control it works for the down I can bring up on the engine and the front of the boat.My question is there a quick fix for this with out spending 400.00 for new throttle control.1990 evenrue VRO 40hp the throttle control has a rubber swich on the arm which controls the up and down.As Always Thanks for any help you guys can offer Art

It could be one of two things.

It could be a loose wire or bad contact on the helm switch. Been there done that. Had to replace the switch $60. Or it could be a bad or loose "up" relay on the motor. Been there done that too. Loose in socket. $0
