Tilt of my outboard not locking

My outboard is a 1960 Evinrude 10hp model 10022.
Ever since ive owned this motor for last several years i havent been able to hold the motor in a tilt lock position. There is a thumb type lock and release tab but unable to lock unit into position when tilted. Could there be a step ive been missing or could there be a missing part?. A diagram of some sort indicating whereabouts of the step to lock the tilt into position for my model would be a great help.

The lock/release lever is for locking the motor down so it doesn't come up in reverse. There is no locking devise to hold it up. But there is a friction adjust to help. Tighten the nut on the tilt hinge bolt to your satisfaction.

a 12 inch long ... 1 inch dowel attached to the rear transom (inside) works good and you wont loose it. !
