Tilt not working

New to the boat thing and having problem after problem, so here is my newest

The tilt is now not working you can here the pump trying to lower and raise it, but nothing happening. It worked before and then had a negative battery problem (melting wire) and now nothing happens. Any suggestion on what might be the problem. My electrician wh rewired my boat is out of town for a week and trying to see if I might be able to find problem.

Either low on fluid or a leak.

thanks for advice where would I check the fluid level and if it is low what fluid do I fill it with. As for a leak I don't see any fluid of any kind on my driveway so I think a leak is out

depending on your motor but maybe it has a lock that can be flipped out of the way or locked out in transport. mine is a honda 40 06 though with power tilt .

guessing from the serial number I think mine is a 1996-98 4 stroke 90hp. It has a manual relief valve, so I guess it is not electric. I am going to do some serious research in to this motor after I get it running to see what I need to do to keep it running and would appreciate any support
