Tilt issue

hopefully this is the last issue....i had trim/tilt pump that leaked down, however it did full tilt. Changed pump out with a new one off ebay. Now it will trim, but will not tilt. You can hear the motor trying. Its full of fluid. Its an 1990 150hp Force. Is there any special bleeding procedure? If i lift motor up, it will stay in tilt position

The motors filled in the down position.
The air needs to be worked out of the system.
Just run it up and down a couple of times.
Then check the fluid and add.
Don't add when it's tilted up. It can force oil up into the electric motor.

It has plenty of fluid, i can manually lift it up after the trim is all the way up. After i get it about 3/4 the way up, i can hit the switch and it will take it the rest of the way.

I don't know but it sounds like the pump is not putting out enough pressure to lift the motor for the tilt. You mentioned that it stays up at full tilt, so it doesn't appear that any of the seals are bad.
