Any thoughts on trouble shooting a non operating tilt gauge?

I have an 1988 Merc 115....

I'm going to watch this because I have the same issue. I know the needle on the gauge is not frozen (like my water pressure gauge) because it jumps a tad bit when you turn the key on. It just doesn't read the angle of the motor. Is this what yours does?

Turn the key ON and check that you have a good supply (+12v) and ground to the gauge. Go to the sender (at the engine) and disconnect the wire that runs to the gauge.... The gauge should read full UP. Now ground the wire, the gauge should read full DOWN. If the gauge is working, then the sender is faulty....

Port side of the swivel bracket. Till the engine full up, it's a round black module secured with two screws and has two wires comming out of it. One wire is attached to one of the screws. Trace the other wire back to it's connecting point at the harness. Disconnect it from it's bullet style connector/receptical and touch the end that's at the harness to ground to test the gauge. Touching the end that comes from the module does nothing since you've taken it out of the gauge circuit.
