tilt bleed screw frozene

what is the best way to raise 40 hp motor manually if the bleed screw is frozen would I damage something if i put heat to it

Go to sears, snag a $20 impact (screw) driver, the type you hit with a hammer. A couple of sharp whacks with the hammer will loosen it.
Those screws are very tight anyway, be sure to tighten it up real good too.

I think its 45lbs torque, you're not going to break that loose with a regular screwdriver. Tighten by putting a wrench on the (big) screwdriver shaft (a square screwdriver shaft is best).
