tilt and trim wont go all the way down

I have a 115 mariner and I just put a trim unit on it that I bought on ebay they said it all checked out at their shop. The big cylinder goes up and down but the two small ones don't move.Any ideas ?

run it up and down a few times as it may be air locked. It does take a second after the big ramp goes down before the small one retract and they are helped to retract by the motor pushing against them

I tried that and still won't go down anything else I could try?

open bypass screw on the side about 2-3 turns (slotted screw) then push the engine down so the small trim cylinders are retracted then do screw up and try again (this should push any air out of the cylinders.
