Tilt and Trim: Slow moving and one arm faster than the other?

I just installed a used trim pump for my alpha drive (the outdrive is off). I got all the hydraulic lines bled (i think), refilled the reservoir and hooked them up to the arms (old, but they seem to be in good shape). When I trim up, the motor whines/dies down and the arms move slowly. I thought the reverse lock valve might need adjusting so i moved the shifter back and forth a few times and it fixed it temporarily. Does this mean the reverse lock valve needs adjusted?

Another thing: One arm moves faster than the other, up and down. The fast arm gets fully extended and the slow arm catches up. Do I need to bleed the lines again? I also heard somewhere that you need to fill the arms with fluid when you bleed the lines, but I'm not really sure. I do have a service manual handy so I just need a few pointers. Thanks
