Tilt and trim problem 115 tower of power

I have what I believe is a 1985 115 hp mercury with power tilt and trim. The s/n is A155566 and I cant seem to find the year model. The trim motor is getting power and will not turn It appears to be locked up with the outboard motor in the down position. I had to jack the boat up and remove the foot to transport it. The bypass for the tilt and trim located on the right side of the motor is broken off clean with the trim casting and seems to be made out of plastic. I have tried everything to get it to turn without any success. I would try to drill it out but the boat hull is in the way. Bottom line is I cannot get the motor up to service the trim pump. Any suggestions short of pulling motor off the boat?
