we just bought a boat with that same problem. i took the trim and tilt motor off and hooked it to a battery to make sure my relays wasnt bad. they werent so i took the motor apart and the brushes were stuck, i smoothed those out with sand paper put it back together and works like new! your motor should have a blue and green wire also black wire. hook black wire to negative side of battery then green or blue to the postive side one at time. motor should run one direction or the other depending on which wire you use. make sure you have a strong battery and good connection.
