Tiller handle upgrade for 2003 40hp Nissan

Looking at upgrading tiller handle from plain handle to one with shifter, trim, and start switch on 2003 40hp Nissan and ideas

Is the current engine already converted to an electric start version with rectifier included ? if not will need to add it to the tiller cost if available for that model.
