Tiller handle throttle tightening?

I have a 1995 Evinrude 9.9hp, I use this motor as a kicker motor while trolling. I'm having a hard time maintaining the speeds I want. The throttle handle keeps going right back to the idle position. Is there a way to tighten this handle so that it'll stay at the desired speed? There is a small knob on the end of the handle, I turned it both ways and it doesn't do anything. Thanks for any responses, I'm far from an outboard mechanic!

The throttle must go back to idle from wide open throttle if you release the grip. However, the plastic knob at the end should raise your idle up to slow trolling speed. Those things are made of plastic, though, and are pretty flimsy. You probably need to take the handle off and check to see that all the parts aren't broken. If you need it at like half-throttle I have no idea how to get it to do that?

Knob on the end adjusts the idling speed!

Some models (SEL) have a clamp on the twist grip but other wise as you say its a PITA.

Part #23 in THIS DIAGRAM shows what I mean. It would be possible to fit the clamp I think but on my 6hp I have tightened one of the linkages at its pivot point with a thin fibre washer. A bit of a bodge but it works

Thanks.... As far as speed, I'm only looking to get it up to about 2-2.5 mph. When the throttle is all the way down, I'm at 1.2mph. So kicking it up just a little bit is all I need. Can this part #23 be purchased for my motor? I will try the tightening first and see what I get.

According to the PARTS LIST that accompanies the diagram the alternative part #23 is available. It will require partial dismantling of the tiller assembly to fit it
