Tiller handle issues

I have a 1968 Merc 20hp. When I want to troll the throttle goes back down to idle and keeping my hand on the throttle is difficult when your trying to rig a pole. How can I stiffin up the throttle because on plane the throttle is sensitive and any bump in the water causes me to hit the gas by mistake.

Anybody. Is there posibly a screw located somewhere that I could tighten.
