As usual,Bondo has told you the right way to do it.The only thing that I would add is to first disconnect the rod and see if the motor turns easily or not, to isolate where the binding is.Assuming it is in the rod and tube area,Now I will tell you the lazy way.Turn the st.wheel until the rod is all the way out.Saturate it with carb cleaner until all the crap is cleaned off.NOT brakeclean or greased lightning etc.... only carb cleaner.
dont turn the st.wheel yet.Now take a scotchbrite pad heavy duty and wrap it around the rod and get that thing to shine.It may take 10 minutes or so but just keep cleaning it until it shines.Now saturate the rod with a quality lube like Deep creep.Immediately turn the st.wheel all the way until the rod is retracted and then turn it the other way until the rod is all the way out again.It will be filthy so wipe it down with a paper towel until it sparkles and spray it again.Repeat this as many times as it takes until the st.wheel begins to turn easier.It may take 20 or 30 times but just keep cleaning it .IT WILL get easier.Then saturate it with more Deep creep and leave it overnight and repeat the process the next day.After it is nice and loose,lubricate it with something like "One lube" made by Slick 50.It is in a red aerosol can.The stuff is awesome!!! It never dries.Once it is all cleaned out DONT USE GREASE on it.I recommend grease on all zercs except the steering tube.As you can probably tell,I have done this before.With great results.Or you can fix it the correct way and take Bondos advice.Im a little lazy so I try the easy way first.Charlie
