i have a 97 monte carlo 770 and my carbs works on but my return on both carbs dont work do i need the return cuz i cant not unclog the carbs

You will eventually flood or constantly run rich all the time. If your carbs are plugged, the next problem you will have is the need for new top end from a lean carburator as the dirty carburator has plugged a jet.
