That part is used to adjust the space between the cam and the black roller. At idle the cam should just touch the black roller. There should be two hash marks on the cam to tell you were the cam should touch the black roller. The second picture with the red arrow, is where the idle speed screw is located. Hope this helps.

Ah! NO---That tie bar is used to adjust carb butterflies to horizontal at wide open throttle. The black roller and offset screw adjust the spacing of the roller to cam.

To set up INITIALLY, the cam is set with the roller just touching it between the two hash marks. AFTER synchronizing the carbs and timing, the two marks will usually be slightly below the roller at idle.

The screw #4 is used to adjust idle speed. Inward raises the idle and outward lowers it.

Are the photos ok? yeah, the photos are ok, but is the adjustment? I can't say. You need to remove the black plastic carb covers and look at the butterflies at wide open throttle. Horizontal or substantially so and nearly equal is correct. Second photo: That position should be acceptable at idle in neutral but be aware that it will change if you increase or decrease the idle speed. That is normal and acceptable.

For more info, see the synch post in FAQ sticky at the top of the page.
