Throttle neutral switch

We have a 2000 250hp evinrude motor on a wellcraft. We need to shift the throttle back and forth repeatedly in order for the boat to find neutral and to crank. We don't know if the neutral warm up button is working properly. There are two screws under the warmup button. Are those to adjust something? Any suggestions on how to pinpoint the problem? This is the throttle.

Being an OB the neutral switch is on the motor. Might just need to adjust the cable so it aligns better

There are two screws under the warmup button.

I don't see 2 screws but I do see 2 missing screws that should be there to secure the throttle in place
