throttle lever will not allow wot...how do I adjust?

figured I would try this under a different title so here it goes.....
1984 115 johnson throttle lever is as far as it can go yet it max's out before full throttle on motor........seems to be around 3/4 or so throttle. also forward doesnt engage untill mabey 1/2 way between nutral and full throttle positions of the lever.....I assume these problems are 1 in the same. I guess the cable needs to be adjusted but I dont know which cable? top? bottom? any/all help appreciated.

attached are some pictures of my engine. the top cable is shift cable, and when the control is activated should move first. the bottom is throttle cable. place shifter in neutral, disconnect the cables at the engine. manual place engine in neatral and throttle to idle. now adjust the black trunion nuts so that the cable can be attached with out moving anything on the engine. be sure the shifter cable is connect to the shift linkage and throttle to throttle linkage. if this does not solve the problem, you either have worn out shifter, or bad cables that need to be replaced. clik on pic to enlarge.
