throttle lever position @ idle

In this pic the throttle lever position and the engine still running idle? I have nothing to compare it to but is this normal. Seems to me the throttle should kick in sooner. Does this indicate cable stretch?

Is it in gear? Have you checked that when the handle is on it's stop that the butterfly on the engine is fully open. Give us a clue what we are working with here, what engine do you have?

It could be because the drive must shift into forward gear before the throttle advances.

I have a 3.0 Volvo Penta in a 2003 Glastron 175 SX.
And no it was not in gear. I just checked and put it in gear and the lever at it's stop, removed the ring on the linkage of the throttle cable on the butterfly so to move the butterfly freely and tried pushing it further but it is fully open so that actually answers my question. The engine at full throttle in the water runs at about 2300rpm (40m/h). I thought that was low and expected to at least run 3k rpm. I suppose 2300 rpm is a pretty safe maximum cruising speed.

Ayuh,.... Welcome Aboard,..... Something is very Very wrong,..... You oughta be seein' near 4800 rpms at Wot,....

In neutral it should be straight up and down for the most part. Go back to the engine where the cable connects and see if the linkage hasn't come loose
