Throttle Issues?

I have a 2001 Mercury 200XL Salt Water EFI. The throttle will not engage into forward, yet when I put the throttle into the forward postion, it goes in reverse. Any ideas of what this could be or how to fix it?

Pull the LU off you just put on, put the controls and the LU in neutral, and re-install it.
