Throttle issue?

We recently purchased an 89 160BRO. There is a lever on the underside of the throttle handle that you need to depress to shift into gear. Is there a way to give the engine a little more gas when cold starting.I 've seen other boats with some kind of switch to enableyou to throttle up in neutral and was wondering if this lever was supposed to do the same , but was not funtioning correctly.

yes, its the button at the bottom of the handle and would be the center pivot point for the lever. if remember right the one on my wifes boat is square.
push this and you can operate the throttle with out the drive shifting into gear
